QUARTERLY REPORT O F T H E COMPTROLLER (16) The Comptroller presents his quarterly report to the Board as of June 30, 1958. T h i s report was received for record and a copy has been filed with the Secretary of the Board. REGULATIONS GOVERNING ASSESSMENT OF RESIDENT AND NONRESIDENT FEES (17) The regulations governing assessment of resident and nonresident fees, adopted by the Board of Trustees on December 17, 1957, as amended June 19, 1958, provide that staff members and the spouses and children of staff members of the University on full-time appointment at the University shall be permitted to attend the University upon paying the same tuition and other fees as assessed against students who are residents of Illinois during the period the staff member holds such appointment and is performing the duties of the University position to which he has been appointed. Each year some members of the faculties of state-supported institutions of higher education in Illinois and teachers in the elementary and secondary schools enroll for part-time programs of study at the University. As a matter of public service, these members of the teaching profession should be given the same status with respect to assessment of fees as staff members of the University. Accordingly, I recommend that the Dean of Admissions and Records be authorized to assess fees against such students on the same basis as fees are assessed residents of Illinois during the period these staff members hold appointments at their respective institutions. Most of these individuals are already legal residents of Illinois so that this authorization would be applicable in only a few cases. O n motion of M r s . W a t k i n s , this recommendation w a s approved.
