In both cases the Departments have given assurance that no additional expense to the University will be involved. It should be noted that four of the sabbatical leaves of absence approved in March have since been cancelled, without prejudice, at the request of the recipients because of changes in personal or departmental plans.

On motion of Mrs. Watkins, these leaves were granted, as recommended.

FEE FOR FLIGHT INSTRUCTION (7) The Director of the Institute of Aviation, the Committee on Fees, and the Vice-President and Comptroller recommend that the fee for flight instruction be increased from $275 to $300 a course beginning with the summer session of 1959. This increase is necessary because of the rising cost of aircraft operation and replacement of equipment. I concur. O n m o t i o n of M r . APPROPRIATION FOR TRANSFORMER IN MUMFORD HALL (8) Installation of an additional transformer in Mumford Hall for which an assignment of $23,000 was made by the Board of Trustees has been completed and there remains an unexpended balance of approximately $7,500. The estimate was made before engineering details had been completed. Some of the job difficulties anticipated did not materialize, and this plus economies in the purchase of the switchboard and transformers resulted in savings. The next phase in the modernization of electrical facilities in this building is replacement of two existing obsolete single-phase lighting risers in panelboards with new three-phase risers, at an estimated cost of $8,800 which can be paid for from the balance in the existing appropriation plus funds in the operation and maintenance appropriation of the Physical Plant Department. The Director of the Physical Plant and the Vice-President and Comptroller request authorization of the use of the balance of the appropriation for the transformer for the additional work described. I concur.

On motion of Mr. Swain, this recommendation was approved.

APPRAISAL OF UNIVERSITY BUILDINGS (9) University policy provides that insurable values of University properties insured subject to co-insurance shall be determined through a computation by the Physical Plant Department, and that the feasibility of continuation of co-insurance shall be determined by outside appraisal. The policy also provides for outside appraisals of buildings when such evaluation is believed desirable. The University insures only income-producing properties. Fire and extended coverage insurance is carried with the 80 per cent co-insurance clause to obtain lower rates. Consequently, it is important to have accurate evaluations to be sure that the University's coverage is adequate to prevent a loss through u n d e r v a l u a tion. The only evaluations accepted without question by insurance companies in the event of an insured loss are those certified by a professional appraisal company. The Supervisor of Insurance requested bids from Marshall and Stevens, Inc., Chicago, and the Lloyd-Thomas Company, Chicago, on appraisals of the following properties: Allerton elevator buildings, Allerton F o u r - H Camp, Busey Hall, Evans Hall, Green Street Apartments, Mini Union Building, Lincoln Avenue Residence, Allen Hall, Men's Residence Halls, and Student-Staff Apartments. T h e bid of $8,100 from Marshall and Stevens, Inc., is the lower bid. The survey proposed by the Lloyd-Thomas Company would be more comprehensive but the proposal of Marshall and Stevens, Inc., will serve the purpose. The Vice-President and Comptroller recommends the employment of Marshall and Stevens, Inc., for this survey at a fee of $8,100, the cost to be paid from the income from the operations in the buildings, and the funds are available. Consideration will be given to a similar survey in Chicago, and if one is necessary a recommendation will be submitted to the Board. I concur.
