of Illinois Foundation for study and application for a patent if such application seems justifiable, with recognition of the contractual obligations of the University to the United States Air Force. However, this transfer is to be with the condition that if the Foundation finds that it has no interest in obtaining such a patent that the invention be released to the inventor by the Foundation with full recognition of the contractual obligations of the University to the Air Force or if the inventor does not wish the invention, all rights of the University and the Foundation be transferred to the Air Force.
