PURCHASE OF PROPERTY AT 1 0 0 3 WESTERN AVENUE, URBANA

Mr. Pogue, for the Committee on Buildings and Grounds, presented the following recommendation:

The Director of the Physical Plant and the Vice-President and Comptroller recommend the purchase of the property at 1003 Western Avenue, Urbana, at a price of $8,500. This property consists of a lot 60 feet wide and 60 feet deep with a two-story, four-room frame house and a garage-like frame building used as a small warehouse. It is in the area bounded by Western Avenue on the north, Gregory Avenue on the east, Green Street on the south, and Goodwin Avenue on the west. It adjoins the former Illinois Terminal Railroad rightof-way on the south, and the University owns the adjoining property on the west. It is within the area of the University's long-range land acquisition program and will be needed as a part of a site for a new residence hall for unmarried graduate students. The price is consistent with University appraisals and represents a cost of $2.36 per square foot which is reasonable compared with the value of other properties acquired by the University in this area. Funds are available. The President of the University concurs in this recommendation.

On motion of Air. Pogue, the purchase of this property, at the price indicated, was authorized by the following vote: Aye, Mr. Clement, Mr. Harewood, Mr. Herrick, Mr. Hughes, Mr. Johnston, Mr. Pogue, Mr. Swain, Mrs. Watkins, Mr. Wilkins, Mr. Williamson; no, none; absent, Mr. Stratton.

BIENNIAL BUDGET FOR 1959-61

Mr. Swain, for the Finance Committee, presented the following report:

Governor William G. Stratton's budget message to the Seventy-first General Assembly of Illinois recommended a total biennial operating budget for the University of $124,910,000. This is a reduction of $6,600,000 in the total budget of $131,510,000 approved by the Board of Trustees October 23, 1058. While the increase proposed for the University by the Governor is not as much as the University requested and could use effectively, it does provide sufficient funds for the University to make progress in correcting the most serious deficiencies and to meet competition in retaining and recruiting staff. It is recommended that the reductions be taken in the following items. The University Budget Committee has approved the revised distribution of the proposed increase.
