A P P O I N T M E N T O F D E L E G A T E T O ILLINOIS COMMISSION O F H I G H E R EDUCATION (5) The Act of the Seventieth General Assembly of Illinois creating " T h e Commission of Higher Education" provides that the Commission shall be advised by a Committee of Delegates to include one member of the Board of Trustees of the University of Illinois, one member from the Board of Southern Illinois University, and one member from the Teachers College Board, to be selected by their respective boards; two members selected by the Commission from governing boards of private institutions of higher education and one member selected by the Commission from governing boards of junior colleges. The Board of Trustees of the University of Illinois designated Mr. P a r k Livingston as its representative on the Committee of Delegates and authorized him to designate another member of the Board to replace him when he could not attend meetings. Since Mr. Livingston is no longer a member of the Board of Trustees, another representative should be designated. Mrs. Watkins has been attending meetings as Mr. Livingston's alternate.

On motion of Mr. Herrick, Mrs. Watkins was designated to serve as delegate until appointments to the standing committees have been made.

SABBATICAL LEAVES OF A B S E N C E , 1 9 5 9 - 6 0 (6) I recommend that the following members of the staff be given sabbatical leaves of absence during the academic year 1959-60 in accordance with the provisions of the Universty of Illinois Statutes and on the terms and for the period indicated. The programs of research, study, and travel for which these leaves are requested have been examined by the University Research Board which advises the President in such matters. C o l l e g e of A g r i c u l t u r e Department of Agricultural Economics GARRET L. JORDAN, Professor of Agricultural Economics, six months beginning September 1, 1959, full pay; to study the agriculture of Latin America. Department of Agronomy DENTON E. ALEXANDER, Associate Professor of Agronomy, six months beginning September 1, 1959, full pay; to assemble and summarize genetic data, and to study maize genetics and breeding in Mexico. JOHN B. HANSON, Associate Professor of Agronomy and of Botany, full year beginning September 1, 1959, one-half pay; to study the biochemistry of plant cytoplasm, research to be done at the University of Adelaide, Australia. ARNOLD KLUTE, Associate Professor of Soil Physics, six months beginning March 1, i960, full pay; to study the physical state of soil water at the United States Salinity Laboratory, Riverside, California, and for research on the effect of temperature on water in soil. RUSSELL T. ODELL, Professor of Soil Physics, one-half year, full pay, beginning September I, 1959; to study soils in California and other parts of western United States for improvement of teaching and preparation of a monograph. FKED W . SLIFE, Associate Professor of Crop Production, six months beginning February 1, i960, full pay; to do research at the University of California at Davis on soil residues of chemicals used for weed control. Department of Dairy Science KARL E. GARDNER, Professor of Nutrition, six months beginning March I, i960, full pay; leave contingent upon financial assistance from other sources; to study dairy cattle nutrition at Rowett Research Institute, Bucksbum, Aberdeenshire, Scotland. College of C o m m e r c e a n d B u s i n e s s A d m i n i s t r a t i o n H. KENNETH ALLEN, Professor of Economics, second semester, full pay; to study the development and current status of intergovernmental fiscal relations in Great Britain.
