group of superior students to consist of about 3 to 5 per cent of the entering class, on the basis of such information as may be available concerning scholastic aptitude and accomplishment. Sources of information might be: a. Examination of high school transcripts for evidence of substantial academic training. b. Performance on available tests taken in high school (for example, National Merit Scholarships, College Entrance Examination Board tests). c. Over-all standing in the high school class. d. Recommendations from the high school principal and teachers. e. Personal interview. 5. That the members of this group be known as Edmund J. James Scholars. 6. That as far as possible, James Scholars shall be taught in special courses or sections designed to exercise to the full their academic capabilities. 7. That the inclusion of sophomores in the group of James Scholars begin in the second year, of juniors in the third year, and of seniors in the fourth year after the program is established. 8. That the Director and Council be authorized to drop students from the group or add students to it at the beginning of any semester. 9. That it be understood that the several colleges retain the right to formulate criteria for the granting of college honors and departmental distinction at graduation. 10. That the Director and Council be encouraged to formulate and propose measures for improving the University's educational program for superior students, for stimulating such students to their best efforts, and encouraging them by providing physical facilities conducive to study. 11. That the Director be authorized to publicize the University's plans for superior students. The Chicago Professional Colleges and the Chicago Undergraduate Division will participate in this program with whatever modifications may be recommended by their Senates to meet the special problems existing on those campuses. I recommend approval of this program. On motion of M r . H u g h e s , this recommendation was approved.

APPOINTMENTS O F DIRECTOR AND ASSOCIATE DIRECTOR O F UNIVERSITY HONORS PROGRAMS A N D O F ASSOCIATE DEAN OF T H E COLLEGE OF LIBERAL ARTS A N D SCIENCES

(17) The Committee on Programs for Superior Students and the Vice-President and Provost recommend the appointment as of February 1, 1959, of Professor R. E. Johnson, Head of the Department of Physiology, as Director of University Honors Programs, and of Dr. Jum C. Nunnally, Jr., Assistant Professor of Psychology, as Associate Director of Honors Programs. These appointments are to be effective until August 31, 1959, and may be renewed from year to year. Dean Lyle H. Lanier of the College of Liberal Arts and Sciences recommends the appointment of Dr. J. C. Nunnally, Jr. as Associate Dean of the College effective September 1, 1959. His work as Associate Dean will be closely related to the honors program. I recommend approval of these appointments and request authorization to approve such adjustments in the salaries of these men as are appropriate for the additional responsibilities they will assume. When the formal appointments have been processed, they will be included in the Secretary's report to the Board of appointments approved by the President of the University.

On motion of Mr. Hughes, these appointments were approved.

AWARD OF CONTRACT FOR ABBOTT POWER PLANT ADDITION

(18) The Director of the Physical Plant and the Vice-President and Comptroller recommend the award of a contract for $26,159 to Gallaher and Speck, Chicago, for water-softening equipment and dust elimination equipment for the addition to Abbott Power Plant. Funds are available in the special state appropriation for this addition. I concur.
