M r . Swain, Chairman of the Finance Committee, stated that the Committee considered this recommendation at a meeting held earlier in the day and voted to approve the same. O n motion of M r . Swain, the sale of these bonds w a s authorized, as recommended, by the following vote: Aye, M r . Bissell, M r . Herrick, M r s . Holt, M r . H u g h e s , M r . Johnston, M r . Livingston, Mr. Swain, M r s . Watkins, M r . Williamson; no, n o n e ; absent, M r . Nickell, M r . Stratton.

LOAN AGREEMENT WITH HOUSING A N D HOME FINANCE AGENCY OF THE UNITED STATES GOVERNMENT

T h e r e was presented for examination the proposed Loan Agreement and N u m b e r e d Contract N o . H (402-294) with the United States of America providing for the funds to be loaned by the United States government to assist in financing the construction of the Central Food Stores Building and a Snack Bar and P o s t Office Building. Upon examination of this agreement, M r . Swain offered the following resolution and moved its adoption. Resolution Approving and Providing for the Execution of a Loan Agreement, and Numbered Contract No. 11(402-294), by and between the Board of Trustees of the University of Illinois and the United States of America Be It Resolved by the Board of Trustees of the University of Illinois, as follows: SECTION I. The pending Loan Agreement and Numbered Contract No. H (402-294), and relating to the erection on the campus of the University of Illinois, an educational institution of higher learning located in Urbana, Illinois, a one-story Central Food Service Building and a one-story Snack Bar and Post Office Building, by and between the Board of Trustees of the University of Illinois and the United States of America, is hereby in all respects approved. SECTION 2. The Comptroller is hereby authorized and directed to execute the said Loan Agreement in three counterparts on behalf of the Board of Trustees of the University of Illinois, and the Secretary of the Board of Trustees of the University of Illinois is hereby authorized and directed to impress and attest the official seal of the University of Illinois on each such counterpart, and to forward two such counterparts to the Housing and Home Finance Agency, together with such other documents relative to the approval and execution of such counterparts and to this Resolution as may be required by the Government. T h e foregoing resolution was adopted by the following vote: Aye, M r . Bissell, Mr. Herrick, M r s . Holt, M r . Hughes, M r . Johnston, Mr. Livington, Mr. Swain, M r s . W a t k i n s , M r . Williamson; no, n o n e ; absent, M r . Nickell, M r . Stratton. PROCUREMENT OF TAX-FREE ALCOHOL M r . H . M . E d w a r d s , as Director of Purchases, was authorized by name to sign documents pertaining to procurement of tax-free alcohol. His retirement requires a change in this authorization.
