as encouragement of immoral behavior. It is clear that Mr. Koch's conduct has been prejudicial to the best interests of the University. I request that you and Professor McCrimmon communicate this decision to Professor Koch.

President Mr. Koch has requested, and has been granted, a hearing of his case by the Board, the date of which should now be set; provided that the date of the hearing is no less than fifteen days from the date of receipt by him of the notice as required by the University Statutes. I now recommend that the Board of Trustees terminate Assistant Professor Koch's appointment at the end of the current academic year 1959-60 on the basis of the charges stated in the foregoing letter to Dean Lanier which are predicated upon Mr. Koch's action in having published in the Daily Illini issue of March 18, i960, the communication referred to in my letter to Dean Lanier and a copy of which is submitted herewith. I request the Board not to act on this recommendation, however, until after the hearing with Mr. Koch has been held. M r . Johnston moved that the hearing requested by M r . Koch be held in the Illini Union Building, U r b a n a , Illinois, on Tuesday, June 14, i960, the date fixed by the Board for its regular J u n e meeting, beginning at 10:30 a.m.; that t h e hearing be open to accredited press representatives and to t h e public to the extent space permits; that the Director of Public Information be instructed to issue proper identification to one accredited correspondent from each newspaper, press association, radio or television station involved in coverage of the hearing; and that no cameras or mechanical recording devices be permitted in the room in which the hearing is conducted. This motion was adopted.
