(22) The Comptroller presented his quarterly report to the Board as of March 31, i960. UNIVERSITY POLICY ON CONSTRUCTION OF FAMILY HOUSING (23) In January, 1956, the Board of Trustees approved a comprehensive program for the construction of student housing, including family housing. As stated in this program, the planning is subject to revision from time to time according to the needs of the University and the availability of adequate private housing in the community of Urbana-Champaign. Indeed, in 1958 these factors being taken into account the construction schedule was revised accordingly. Submitted herewith is a memorandum prepared by the Housing Division, giving the background of this subject and the changes which have been made since its adoption; a copy of this is being filed with the Secretary of the Board for record. Recent questions raised by the Apartment Owners Association of ChampaignUrbana concerning the need for construction by the University of additional family housing have been answered in conferences with representatives of the Association. However, it is desirable that there be public understanding of the University's program and needs, and it is therefore recommended that the Board authorize the following policy statement. 1. The projected enrollments for the University at Urbana-Champaign indicate that there will be a continuing need for family housing facilities for students, faculty, and staff. Without additional housing, the University can not continue to grow at Urbana-Champaign. 2. If the facilities are to be available when needed, decisions for planning and construction must be based on projected enrollments. 3- The University's enrollment projections and estimated housing requirements are always available and plans will continue to be announced as soon as they are approved. 4- The University hopes that private builders in the community will continue to help provide suitable housing for faculty, staff, and married students. 5- The University's efforts will be directed toward providing married students' housing facilities meeting University conditions and requirements which are estimated to be unavailable elsewhere in the local community. 6- The final appraisal and decisions as to need, both present and projected, must be the responsibility of the Board of Trustees.
