utility services. Preliminary studies of alternate methods of providing utilities services indicate that: A temporary storm sewer, estimated to cost approximately $30,000, is the most critical and immediate need of the contractor. It is only a partial solution, and there may be periodic flooding and closing of the new Florida-Kirby underpass during periods of heavy rainfall. An additional capital expenditure of approximately $165,000 will be necessary to finance the cost of construction of a temporary oil-fired heating plant and the extension of Illinois Power Company electric service to the site. These temporary services will, however, result in a net increased operating cost of approximately $84,000. There is no temporary solution for water and sanitary sewer service, and the permanent facilities originally contemplated and estimated to cost approximately $38,000 will be required. The Assembly Hall is being financed through a bond issue, and funds can be made available in the building construction account for the cost of the engineering services and the electric lines. The biennial operating budget includes funds for operating the Assembly Hall during 1960-61, but since the building will not be occupied before the fall of 1061, these funds can be used to finance the construction of the water mains, sewer, and heating plant. The Director of the Physical Plant and the Vice-President and Comptroller recommend that: Sargent and Lundy, Consulting Engineers, Chicago, be employed on the engineering services required for the construction of a temporary oil-fired heating plant. T h e estimated cost of these services is $10,000. Wilson and Anderson, Champaign, be employed to do the engineering work required for the water and sanitary sewer services. The estimated cost of these engineering services is approximately $3,800. It is recommended that authorization of these two firms be by changes in the existing contracts with them previously authorized by the Board. T h e Vice-President and Comptroller and the Secretary of the Board be authorized to execute a contract with the Illinois Power Company for extension of electrical service to the site at an estimated net cost of approximately $15,000. Recommendations will be submitted for awards of contracts and assignments of funds for the construction of the temporary heating plant and the extension of storm and water sewer services when these services have been designed and bids have been taken. The Committee on Buildings and Grounds has previously considered these recommendations and is prepared to support them. I concur. O n m o t i o n of M r . E N G I N E E R I N G S E R V I C E S O N EXTENSION O F UTILITIES TO H O U S I N G A R E A S (17) The Director of the Physical Plant and the Vice-President and Comptroller recommend additions to an existing contract with Wilson and Anderson, Champaign, for engineering services, authorized by the Board on February 19, 1959. to include design for ( a ) extension of the Mathews Avenue sanitary sewer interceptor from Illinois Street to Florida Avenue; (b) a water main, lift station and force main, and a sanitary sewer to service the additional family housing to be constructed in the area between South Race Street and Orchard Avenue extended. The extension of the Mathews Avenue sanitary sewer interceptor will also serve the residence halls for women to be constructed south of Florida Avenue and west of Lincoln Avenue and eventually other buildings. The estimated cost of these engineering services is $14,000 and will be paid from the proceeds of the bond issue to finance the construction of the family housing units already authorized by the Board. If funds in the state capital
