Date of Offer: Oct 2 1959 University of Illinois Airport Project No. 9-11-026-6003 Contract Serial No. FA3-586 The Board of Trustees of the University of Illinois and To: The Department of Aeronautics, State of Illinois (herein referred to as the "Co-Sponsors") FROM: The United States of America (acting through the Administrator of the Federal Aviation Agency, herein referred to as the "Administrator") WHEREAS, the Co-Sponsors have submitted to the Administrator a Project Application dated September 1, 1959 for a grant of Federal funds for a project for development of the University of Illinois Airport (herein called the "Airport"), together with plans and specifications for such project, which Project Application, as approved by the Administrator, is hereby incorporated herein and made a part hereof; and WHEREAS, the Administrator has approved a project for the development of the Airport (herein called the "Project") consisting of the following described airport development: Construct apron (approximately 17,500 square yards), entrance road extension and terminal area sidewalks; install underground electrical ducts; construct electrical manholes; relocate existing circuits to field lighting; adjust existing manholes; fence. (This work is in addition to the development included in Projects No. 9-11-026-101 and 9-11-026-5802.) all as more particularly described in the property map and plans and specifications incorporated in the said Project Application; Now Therefore, pursuant to and for the purposes of carrying out the provisions of the Federal Airport Act (60 Stat. 170; Pub. Law 277, 79th Congress), and in consideration of (a) The Board of Trustees of the University of Illinois adoption and ratification of the representations and assurances contained in said Project Application and acceptance of this Offer by The Board of Trustees of the University of Illinois and the State of Illinois, Department of Aeronautics as hereinafter provided and (b) the benefits to accrue to the United States and the public from the accomplishment of the Project and the operation and maintenance of the Airport, as herein provided, T H E A D M I N I S T R A T O R , FOR A N D O N B E H A L F O F T H E U N I T E D S T A T E S , H E R E B Y O F F E R S AND A G R E E S T O pay, as the United States' share of costs incurred in accomplishing the project, 50 per centum of all allowable project costs, subject to the following terms and conditions: 1. The maximum obligation of the United States payable under this Offer shall be $97,523. 2. The Co-Sponsors shall ( a ) begin accomplishment of the Project within a reasonable time after acceptance of this Offer, and ( b ) carry out and complete the Project in accordance with the terms of this Offer, and the Federal Airport Act and the Regulations promulgated, thereunder by the Administrator in effect on the date of this Offer, which Act and Regulations are incorporated herein and made a part hereof, and ( c ) carry out and complete the Project in accordance with the plans and specifications and property map incorporated herein as they may be revised or modified with the approval of the Administrator or his duly authorized representatives. 3. The Board of Trustees of the University of Illinois shall operate and maintain the Airport as provided in the Project Application incorporated herein.
