W I D E N I N G A N D REPAVING OF GREEN STREET (6) The Board of Trustees on April 14, 1959, approved a recommendation from its Committee on Buildings and Grounds that the University participate with the city of Urbana in the improvement of Green Street from Wright Street to Lincoln Avenue. The Board also authorized the employment of Clark, Daily, and Dietz, Consulting Engineers, Urbana, to make complete plans and specifications and detailed cost estimates covering the University's participation. Preliminary general estimates prepared by the University and reported to the Committee on Buildings and Grounds indicated a total cost of the project from Wright Street to Lincoln Avenue, including alterations of the Mini Union Building drive, relocation of L'niversity-owned utilities, and construction of a bicycle path along the street, but excluding landscaping, to be $357,850, of which the University's share would be $321,600 based on property frontage. Detailed estimates subsequently developed by engineers, including an added factor, the cost of expansion of the Green Street and Lincoln Avenue intersection to accommodate traffic movements as required by the state of Illinois, indicate a total project cost of $418,800 of which University costs are estimated to be $298,292.73. T h e Director of the Physical Plant has conducted negotiations with the city of Urbana officials regarding the division of costs. H e and the Vice-President and Comptroller recommend that: T h e cost of the project, exclusive of landscaping and relocation of Universityowned utilities, from Wright Street to the intersection of Lincoln Avenue be distributed on the basis of property frontage. T h e University owns 73.36 per cent of the street frontage; The cost of the intersection at Green Street and Lincoln Avenue to be divided equally; T h e cost of alterations to the Mini Union Building drive and the bicycle path on the north side of Green Street be assumed by the University; and T h e costs to be borne entirely by the University be paid during this biennium, and costs to be shared with the city of Urbana be paid approximately one-third during 1959-61 and one-half of the remainder in each of the succeeding biennia with interest to be paid on deferred installments. I concur and recommend that the Comptroller and the Secretary of the Board be authorized to execute an agreement with the city of Urbana based on the division of costs and payments stipulated above, subject to release of funds by the Governor during the present biennium and the availability of funds in each succeeding biennium. ACQUISITION OF FARM LANDS FOR THE AGRICULTURAL EXPERIMENT STATION (7) T h e Agricultural Experiment Station needs farm land for the Department of Horticulture to replace land which has been taken over for other University use. Available land which will adequately meet the Department's needs is the H . N. Pell farm of 160 acres southeast of Urbana along what is commonly known as "Yankee Ridge." The farm is presently in the H. N. Pell estate and can not be sold by it because of the provisions of Mr. Pell's will which convey a life estate in the property to certain heirs. Counsel for the estate, however, has informed the University that the heirs are willing to sell, and that if the University undertakes to acquire this land by eminent domain they will not oppose the suit but will cooperate.
