instead of two-inch valves. The specifications for this project indicated simply that safety valves be installed but did not specify the size. The contractor's bidding estimates were based upon the installation of two-inch valves which were considered adequate. The Safety and Fire Prevention Committee has recommended that the installation of the larger valves is desirable and is justified from the standpoint of complete safety. The architects and the Physical Plant Department agree and advise that the contractor should not be called upon to provide the larger valves without additional compensation. His estimates have been checked and found reasonable. I concur.

On motion of Mr. Swain, the Comptroller was authorized to execute this change in the contract.

ADDITION TO CONTRACT FOR INSTALLATION OF PIPING SYSTEM (16) The Director of the Physical Plant and Vice-President and Comptroller recommend an increase of $3,857.11 in the contract with Gallaher and Speck, Incorporated, to revise the installation of circulating water piping for the cooling tower in the addition to Abbott Power Plant. These changes will result in savings in excess of $8,000 in other phases of the cooling tower work. I concur.

On motion of Mr. Williamson, the Comptroller was authorized to execute this change in the contract.

ADDITION TO CONTRACT WITH IDEAL HEATING COMPANY FOR PIPING IN UTILITIES DISTRIBUTION SYSTEM (17) The Director of the Physical Plant and the Vice-President and Comptroller recommend an increase of $5,413 in the contract with the Ideal Heating Company, Chicago, for furnishing and installing of piping in the extension of the utilities distribution system in the area west of First Street and south of Gregory Drive, Champaign. The original contract for $183,333 was approved by the Board on August 8, 1957- Previous minor additions have increased this to $184,572.75. The increase now proposed is to provide for piping for steam service from a loop vault in the utilities distribution system to the new Men's Residence Halls in the Parade Ground area. Providing the take-off steam service connection to the Residence Halls as a part of the original tunnel and piping work now under contract will result in a better installation, without interruption of service or damage to previously completed work, and at less cost than a service connection installed by separate contract later. I concur.

On motion of Mrs. Watkins, the Comptroller was authorized to execute this change in the contract.

EXPANSION OF MEDICAL CENTER STEAM COMPANY PLANT (18) The Board of Trustees approved a contract with Presbyterian-St. Luke's Hospital for steam service from the Medical Center Steam Company plant to the Hospital which requires the addition of a fourth boiler unit to the plant to provide the necessary increase in its capacity. The construction is being done by Stone and Webster Engineering Corporation under a contract between the latter and the Medical Center Steam Company, also authorized by the University. Before long a fifth boiler unit will be needed to provide steam capacity to serve new University buildings at the Chicago Professional Colleges. The shell of the addition to the steam plant, now under construction, to house a fifth boiler can be enlarged at an additional cost of $370,000 which would result in a saving of at least $40,000 compared with the cost of the same addition to the plant building later. T h e estimated cost of a fifth boiler, if constructed and installed concurrently with the fourth boiler, is $840,000, an estimated saving of $220,000, plus any savings as a result of potential price increases, compared with the cost of constructing and installing the boiler later. It was estimated that this reduction in capital costs will also result in savings on principal and interest payments of
