the Secretary of the Executive Committee, be and become a part of the proceedings in this matter before the Board of Trustees of the University of Illinois and be regarded by the Board as a part of the case in support or in refutation, as the facts may require, of the charges preferred against Paysoff Tinkoff. This motion was unanimously adopted. Mr. Tinkoff objected. The Board gave Mr. Tinkoff an opportunity to make a motion to strike the record of Mr. Moschel's motion from the minutes. Mr. Tinkoff declined to make such a motion. On motion of Mr. Cleary, and after discussion, Mr. Moschel's motion was vacated, and Judge Johnson was requested to read Certificates 1 and 2 above. This was done, and Mr. Moschel renewed his motion. Mr. Tinkoff objected and was overruled. The motion presented by Mr. Moschel was adopted by the following vote: Aye, Mr. Cleary, Mrs. Freeman, Mr. Karraker, Mr. Mayer, Mr. Moschel, Mrs. Plumb, Mr. Pogue; no, none; absent, Mr. Adams, Mr. Horner, Dr. Meyer, Mr. Wieland. President Mayer reminded Mr. Tinkoff that Tinkoff had failed to return a transcript of testimony before the University Accountancy Committee, which was lent to Mr. Tinkoff in July on his promise to return it. Mr. Tinkoff stated that he would return the transcript immediately. Judge Johnson rested his case. President Mayer asked the respondent to present his case. Mr. Tinkoff made a motion to dismiss the charges. This was denied, and the respondent requested a recess of fifteen minutes. This was granted. At the end of the period, the recess was extended to 2 o'clock. A F T E R N O O N SESSION, S E P T E M B E R 30, 1938 When the Board convened after the recess on September 30, 1938, the same persons were present as during the morning session. The hearing of the case of Mr. Paysoff Tinkoff was resumed. Mr. Tinkoff waived his right to offer additional evidence, and requested time to prepare a brief. The President of the Board allowed Mr. Tinkoff forty days to file his brief, five days for Judge Johnson to reply, and fifteen days for the respondent to file his final reply. The hearing of Mr. Tinkoff was terminated at 2:19 p.m., and he withdrew.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

OCTOBER MEETING OF THE BOARD

(1) T h e law requires the submission of the biennial budget of the University t o the State Department of Finance on or before November 1 preceding each regular session of the General Assembly. The recommendations of the President and the University Council will be ready for consideration by the Board not later than October 15, and it is recommended that a meeting be scheduled as soon thereafter as possible. T h e budget materials will be sent to the members in advance of the meeting.

The Board voted to meet in Chicago, at 9:30 a.m. on Monday, October 17, 1938.
