Section 2. Upon the order of the President of the Board of Trustees of the University of Illinois, countersigned by its Secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is herewith authorized and directed to draw his warrants on the State Treasurer for the funds appropriated in Section I of this Act. Section 3. T h e appropriation herein made is subject to the provisions of "An Act in relation to State finance," approved June to, 1919, as amended.

I recommend that the amount be appropriated by the Board of Trustees for the purpose specified in the law. Pursuant to authorization of the Board in June, an application has already been made to the Federal Emergency Administration of Public W o r k s for a grant of $572,727 to supplement the State appropriation, and thus make possible other building additions. If this Federal Grant is received, it will be used as follows: Addition to Library Building and equipment $350 000 Addition to McKinley Hospital and equipment 150 000 Classroom building 72 727 O n m o t i o n of D r .
