M E E T I N G O F S E P T E M B E R 30, 1938 Pursuant to action of the Board on July 15, 1938 (Minutes, page 24), the Board of Trustees of the University of Illinois met at the University, in Urbana, at 10 o'clock a.m. on Friday, September 30, 1938. The following members were present: President Mayer, Mr. Cleary, Mrs. Freeman, Mr. Karraker, Mr. Moschel, Mrs. Plumb, Mr. Pogue. President Willard was present; also Mr. A. J. Janata, Assistant to the President, Judge Sveinbjorn Johnson, University Counsel, and the Secretary.

MINUTES O F THE EXECUTIVE COMMITTEE

The Secretary presented for record the following minutes of meetings of the Executive Committee held July 5 and September 30, 1938.

MEETING OF THE EXECUTIVE COMMITTEE, JULY 5 , 1 9 3 8 A meeting of the Executive Committee of the Board of Trustees of the University of Illinois was held on Tuesday, July 5, 1938. Present Mr. Oscar G. Mayer, Chairman, and Mr. O. M. Karraker, member of the Committee. Mr. O. M. Karraker moved that the whole case relative to the proceedings for the revocation of t h e C.P.A. certificate of Paysoff Tinkoff, including t h e testimony, exhibits, motions, and all other matters which have been before this Committee, together with its own action in these proceedings, be referred to the Board of Trustees of the University of Illinois and that the Secretary be instructed to prepare such record and certify to the completeness and correctness thereof and deliver the same t o t h e said Board. Motion carried. The Executive Committee adjourned.

MEETING O F THE EXECUTIVE COMMITTEE, SEPTEMBER 3 0 , 1 9 3 8 A meeting of the Executive Committee of the Board of Trustees of the University of Illinois was held a t the University, in Urbana, a t 10 o'clock a.m. on Friday, September 30, 1938. Present, Mr. Oscar G. Mayer, Chairman, and Mr. O. M. Karraker, a member of the Committee; also Mr. H. E. Cunningham, Clerk of t h e Committee. The Clerk of the Committee and Secretary of the Board presented the minutes of a meeting of t h e Executive Committee of July 5, 1938. On motion of Mr. Karraker, the minutes of the meeting of July 5, 1938, were approved, and the action taken on that date was ratified. The Executive Committee adjourned.

CASE OF PAYSOFF TINKOFF

Judge Johnson presented for the information of the Board a summary of the history of the proceedings for the revocation of the C.P.A. certificate of Paysoff Tinkoff, who was awarded Certificate No. 466 as Certified Public Accountant by the Board of Trustees on October 27, 1923 (Minutes, October 27, 1923, page 335). President Mayer directed that Mr. Tinkoff be introduced, and requested Judge Johnson to read the charges against Paysoff Tinkoff. Mr. Fred J. Shell acted as reporter. His transcript of the proceedings is on file in the office of the Secretary of the Board. Judge Johnson stated that Mr. Tinkoff was charged with unprofessional conduct and summarized the proceedings.
