T h e Executive Dean and the Registrar have submitted a plan for the Colleges of Medicine and Dentistry carrying out the fundamental idea in this memorandum, viz., a Committee on Admissions to pass on the qualifications of candidates, taking into consideration their character and general fitness for the professions of medicine and dentistry as well as pre-professional training and scholastic ability. No changes in the procedure for admission to the College of Pharmacy are contemplated at the present time, but after the new dean of that college has had an opportunity to study the situation he and his faculty may have some recommendations to make. Under the University of Illinois Statutes the plan recommended by the Executive Dean and the Registrar should be submitted to the University Senate for its approval before going to the Board. While it does not involve changes in the subject requirements for admission to medicine and dentistry, it does represent a fundamental change in admissions policy, since it would broaden the basis for admission; and, therefore, it comes within the purview of the University Senate. Consequently, I recommend that action by the Board of Trustees on this be deferred pending a recommendation from the University Senate. In any case, if the new procedure is adopted immediately, it could not go into full operation in 1040 because the University has certain commitments to those of its premedical students who expect to enter the College of Medicine in 1940 and

in 1041.

Action on this matter was

deferred.

DEGREE OF MASTER OF SCIENCE IN ANIMAL PATHOLOGY AND HYGIENE (19) T h e Executive Faculty of the Graduate School has recommended, and I have approved, that the degree of Master of Science be awarded in Animal Pathology and Hygiene to graduate students who have pursued a suitable course in that field as outlined by the Department of Animal Husbandry. This involves only a minor adjustment in a single course and no increase in cost. It is essentially a modified title of the degree for a special group of graduate students in Animal Husbandry. O n m o t i o n of M r . J e n s e n , t h i s d e g r e e w a s a u t h o r i z e d . DEGREE OF MASTER OF ARTS IN T H E SOCIAL SCIENCES (20) T h e Executive Faculty of the Graduate School recommends that the degree of Master of Arts in the Social Sciences be conferred upon candidates completing a suitable program of graduate work as prescribed by the Graduate School, on recommendation of the Division of Social Sciences. T h e only innovation is that this recommendation establishes a degree under the auspices of a division (in this case composed of the Departments of Sociology, Economics, History, Political Science, Geology and Geography, and Psychology) rather than under a department. No new courses will be required. W h a t is involved is the preparation of a program from existing courses which will serve the needs of certain students better than a major under a single department. Nor will this require any additional expenses. I concur in this recommendation. O n m o t i o n of D r . M e y e r , t h i s d e g r e e w a s a u t h o r i z e d . AMENDMENT OF REGULATIONS GOVERNING THOMAS J . SMITH SCHOLARSHIPS IN MUSIC (21) A recommendation that section 6 of the regulations governing the Thomas J. Smith Scholarships in Music (as revised by the Board on January 9, 1929) be amended to read as follows: "An annual assignment of these scholarships shall be made during the summer of each year by a committee of three appointed by the President, to be known as the Committee on T h o m a s J. Smith Scholarships in Music. Vacancies in the second semester may be filled by the Committee."

On motion of Mr. Moschel, this change was approved.
