If a student's application is approved for admission at a date so late as to make it impossible to secure a health certificate before classes begin, he may, with the Dean's approval, be registered temporarily pending a satisfactory report from the Health Service. T h e University Health Service also requires that each student placed on the first-year class lists of the Colleges of Dentistry, Medicine, and Pharmacy report for a physical examination prior to registration. A special fee of $1.50 is assessed to cover the expense of making an x-ray chest plate as part of this examination. Appointments for this examination are ordinarily made throughout the month of September, prior to the opening of school. In the College of Medicine, students unable to show negative Shick and Dick reactions and recent successful smallpox vaccination must report for immunization before registration for the second year.

On motion of Mr. Moschel, these requirements were adopted, effective immediately. At this point, President Mayer returned to the room and took the chair, and President Arthur Cutts Willard took his place with the Board.

MATTERS PRESENTED BY PRESIDENT WILLARD

The Board considered the following matters presented by the President of the University.

REGULATIONS GOVERNING MUTUAL BENEFIT HOSPITAL FUND (1) For a number of years there has been at the University a voluntary association of students and members of the faculty known as " T h e University of Illinois Mutual Benefit Hospital Fund," whose purpose is to provide hospital service for its members in case of illness. T h e fund was started by the late Thomas Arkle Clark, former Dean of Men, who served as trustee, and this responsibility was taken over by his successor. T h e fund has never been given any official status nor have its regulations been authorized by the Board of Trustees. While this is not necessary it is nevertheless desirable. T h e regulations have also been long in need of revision. Accordingly I asked the trustee to revise them, bringing the regulations to date, for submission to the Board of Trustees. This has been done, the regulations have been checked and approved by the Comptroller and the University Counsel, and I present them with the recommendation that they be approved. Name of Fund.—The University of Illinois Mutual Benefit Hospital Fund is a fund made up of contributions from University students, employees of the University and their wives or husbands, and employees of organizations allied with the University. Purpose of Fund.—The purpose of this F u n d is to provide for the members, ward hospital care in the McKinley Hospital of the University, or other space provided by the University (except for cases which cannot be adequately cared for in McKinley Hospital), and for holders of special memberships (as described in Section 4) to assist in the payment of the physicians' or surgeons' bills incurred during hospitalization. Payment of Membership Fees.—The payment of membership fees is due at the opening of each semester and members are not received later than three weeks after the first day of registration in any semester, except with the special approval of the Dean of Men. Membership confers benefits to the end of the semester in which payment is made, the date of the closing of the second semester being the date of commencement. Contributions to Fund and Benefits to Members.—There are two types of membership in the Fund. T h e amount of the contribution from each person per semester is $3 for the regular membership and $5 for the special benefit membership. Either type of membership entitles the beneficiary to 28 days ward hospital care in any one semester at the rate of $3 a day. Under either type of membership, the beneficiary may receive as a part of the total benefit allowed a credit of $1 for the semester, to be applied on laboratory and special
