On roll call, the resolution was adopted, by the following vote: Aye, Mr. Cleary, Mr. Mayer, Mr. Moscnel, Mrs. Plumb, Mr. Pogue, Mr. Wieland; no, none; absent, Mr. Adams, Mr. Horner, Mr. Jensen, Mr. Karraker, Dr. Meyer.

INTERIOR DECORATOR FOR 1LLINI U N I O N BUILDING

(29) Pursuant to the procedure authorized by the Board of Trustees on September 30, 1939 (Minutes, page 563), the Committee (representatives of the University of Illinois Foundation, the Business Office, and the Physical Plant Department) appointed to consider the selection of the interior decorator for the Illini Union Building, recommends that Ernst C. Von Ammon, 8 East Huron Street, Chicago, be retained at a fee of $8,000, including all services and expenses. A schedule of the proposals received is submitted to the Secretary of the Board for record. Mr. Von Ammon is well qualified to do this work, having had considerable experience on similar types of buildings. The Directors of the University of Illinois Foundation will appoint the interior decorator, but his selection is subject to the approval of the Board of Trustees. On motion of M r . Cleary, the selection of Mr. V o n A m m o n was approved on behalf of the Board of Trustees.

REQUEST OF BUILDING SERVICE EMPLOYEES FOR INCREASE IN WAGES

(30) On July 14, 1939 (Minutes, pages 371-373), the Board of Trustees authorized an increase in the hourly rate of building service employees from the former rate of 56^ an hour for 48 hours per week and the same rate for overtime work, to 6i£ an hour for 44 hours per week with time and one-half for overtime and Sundays and double time for holidays. These employees had previously requested a rate of 700 an hour with time and one-half for overtime and double time for Sundays and other holidays. These employees, through the Building Service Employees' Union, Local No. 199, requested a reopening of this matter, and their representatives met with the University Faculty Committee on Wages. I have submitted to the Committee on Buildings and Grounds of the Board of Trustees: 1. A report from the Faculty Committee on Wages of its conference with the representatives of the employees. This Committee does not recommend approval of the requested additional increase. 2. A letter from representatives of the Building Service Employees presenting their case as it was presented to the Committee on Wages. Mr. Morey commented on this matter. O n motion of M r . Pogue, the Board voted that in view of the veto of budget items, the prevailing local rates, and the privileges of vacation, sick leaves, retiring allowances, and death benefits enjoyed by the employees of the University, it could not see its way clear to take further action in this matter.

TRAINING OF TEACHERS OF AGRICULTURE

(31) Although the necessary approval of the Federal Office of Education and the State Board for Vocational Agriculture has not yet been secured, one of the five State Normal Schools in Illinois has, in the following words, announced its intention of establishing a curriculum in agriculture: "At latest by the end of the year all State and Federal requirements will be met with specialization in the following fields: . . . agronomy, horticulture, dairy, animal husbandry, agricultural economics, agricultural engineering."
