On motion of Mr. Cleary, all bids for this work were rejected on the ground that they were too high, and the Physical Plant Department was instructed to readvertise for bids or to take bids for materials for the University to do the work. APPLIED RESEARCH LABORATORY (11) T h e Chief of the State Geological Survey Division and the Director of the Physical Plant Department have agreed on a location for the site of the Applied Research Laboratory in the vicinity of the new Power Plant. T h e size of the area is yet to be determined, and this will be presented to the Board for a formal assignment of the site at a later date. The Chief of the Survey h a s also made the following statement: "This change in site from the rear of the Natural Resources Building, originally designated for the Industrial Laboratory, to the site above-mentioned entails certain changes in plans affecting service connections, facilities, operation, and equipment. I a m attaching a list of these items which we a r e studying jointly with Director Havens to determine what, if any, additional costs will be involved as the result of this change of site. T h e appropriation of $95,000 was made for the location at the rear of the Natural Resources Building where certain facilities would not need to be duplicated. I therefore anticipate some additional costs, in which case the data will be presented for your further consideration." It should be noted here that no "designation" was ever made by the Board of Trustees for the location of the Applied Research Laboratory on the site of the Natural Resources Building. O n the contrary, the Board on April 27, 1939 (Minutes, page 294), formally expressed its objection to such a location. Consequently, any plans which may exist for the location of the Laboratory in that area a r e the responsibility of the Geological Survey and were drawn without any sanction from the University. Moreover, the position of the Board of Trustees was made known to the Chief of the State Geological Survey, to the Director of the Department of Registration and Education, and to the A p propriations Committee of the House of Representatives at a time when the appropriation bill for this project was pending before that Committee and there was opportunity to recommend whatever increase would be required in the item for the Laboratory due to its location. This report w a s received for record.
