T h e appropriations made in sections 1 and 2 of this Act shall be subject to all the provisions, conditions, and limitations of an Act entitled, "An Act in relation to State Finance," approved June 10, IOIQ, in force July 1, 1919. Sec. 4. There is hereby appropriated to the University of Illinois for the two years beginning July 1, 1939, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, for the payment of interest on the endowment funds of said University as provided in section 2 of an Act entitled, "An Act to make appropriations for the University of Illinois, and providing for the management of the funds of said University and for the protecting of the interest of the State in connection therewith," approved and in force J u n e 11, 1897, the sum of sixty-four thousand, nine hundred and two dollars ($64,902) or so much thereof as may be necessary under the terms of said Act. Sec. 5. T h e r e is hereby appropriated to the University of Illinois the sum of three hundred twenty-six thousand, six hundred thirty-four dollars ($326,634) or so much thereof as shall accrue to the State of Illinois under the provisions of an Act of Congress entitled, "An Act to apply a portion of the proceeds of the public lands to the more complete endowment and support of the colleges for the benefit of agriculture and the mechanical arts, established under the provisions of an Act of Congress, approved July 2, 1862," approved August 30, 1890, an Act of Congress entitled, "An Act making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1908," approved March 4, 1007, and an Act of Congress entitled, "An Act to provide for research into basic laws and principles relating to agriculture and to provide for the further development of cooperative agricultural extension work and the more complete endowment and support of land-grant colleges," approved June 29, 1935, during the two years beginning July I, 1939. Whenever any portion of said sum shall be received by the State Treasurer from the United States, it shall immediately be due and payable into the treasury of the University of Illinois. Sec. 6. Upon the order of the President of the Board of Trustees of the University of Illinois, countersigned by its Secretary and with the corporate seal of said University attached thereto, the Auditor of Public Accounts is herewith authorized and directed to d r a w his warrants on the State Treasurer for the sums appropriated in sections 4 and 5 of this Act. Sec. 7. T h e r e is appropriated to the University of Illinois for the two years beginning July 1, 1939, for support, salaries and wages, office expense, printing, travel, operation, repairs, equipment, permanent improvements, pensions and death benefits, medical, surgical and hospital service and compensation for disability under the provisions of the Workmen's Compensation Act in connection with accidents suffered by employees of the University of Illinois, and contingencies, until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of four million, two hundred thousand dollars ($4,200,000) payable from the University Income Fund (formerly known as the University of Illinois Revolving F u n d ) , including but not exceeding in amount the aggregate of any unexpended balance in that fund at the end of the biennium and the sum collected by the University and transmitted to the State Treasurer during the ensuing biennium and credited to the University Income F u n d as provided by law. T h e appropriation made in this section shall be subject to all the provisions, conditions, and limitations of an Act entitled, "An Act in relation to State finance," approved June 10, 1919, in force July 1, 1919.
