The Board continued its consideration of matters presented by the President of the University.

STATE APPROPRIATION FROM UNIVERSITY O F ILLINOIS REVOLVING F U N D (49) The following is the text of an act of the Sixty-first General Assembly appropriating $250,000 t o the University of its income paid into the University Revolving F u n d ; this is an emergency act, and the fund, therefore, became available on its passage and approval, March 24, 1939:

A N A C T MAKING AN APPROPRIATION TO THE UNIVERSITY OF ILLINOIS OF INCOME OF THE UNIVERSITY PAID INTO THE UNIVERSITY REVOLVING F U N D AND PROVIDING FOR THE EXPENDITURE THEREOF

Be it enacted by the People of the State of Illinois, represented in the General A ssembly: Section 1. There is hereby appropriated to the University of Illinois for support, salaries and wages, office expense, printing, travel, operation, repairs, equipment, permanent improvements, and contingencies, until the expiration of the first fiscal quarter after the adjournment of the Sixty-first Genera] Assembly the sum of two hundred fifty thousand dollars ($250,000) payable from the University of Illinois Revolving Fund, including but not exceeding in amount the aggregate of any unexpended balance on July I, 1937, and the sum collected by the University and transmitted to the State Treasurer during the ensuing biennium and credited to the University of Illinois Revolving Fund as provided by law after allowing for the amount appropriated from this fund by t h e Sixtieth General Assembly. Sec. 2. T h e appropriation made in this Act shall be subject to the provisions, conditions, and limitations of an Act entitled, "An Act in relation to the State finance," approved June 10, 1919, in force July I, 1919 as amended, provided t h a t because the receipts of this fund have exceeded the amount appropriated by t h e Sixtieth General Assembly, and because these additional receipts are necessary for the support and improvement of the University, and because such receipts can be used by law for such purposes only when appropriated by the General Assembly, an emergency exists and this act shall take effect upon its passage. REAPPROPRIATION O F F U N D S FOR CLASSROOM BUILDING (50) Following is the text of an act of the Sixty-first General Assembly reappropriating estimated unexpended balance of the State appropriation made in 1938 for the construction and equipment of the classroom building:

A N A C T RE-APPROPRIATING MONEY HERETOFORE APPROPRIATED TO THE UNIVERSITY OF ILLINOIS FOR T H E CONSTRUCTION AND EQUIPMENT OF A BUILDING TO B E USED PRIMARILY FOR CLASSROOM PURPOSES

Whereas, the Sixtieth General Assembly in special session made an appropriation of $700,000 t o the University of Illinois "for the purpose of erecting, equipping, and furnishing, including service connections, architectural and engineering costs, a building to be used primarily for classroom purposes and to the extent such building is not entirely needed for classroom purposes it may be used also for laboratory and office purposes," which Act was approved July 8, 1938; and Whereas, under the provisions of the State Finance Act this appropriation is available until September 30, 1939; and
