JANATA, Assistant to the President The Lieutenant Governor stated that a reconsideration and a reduction of all major appropriation bills before the General Assembly are necessary in order to keep expenditures within t h e estimated income. An opportunity was given t h e President of t h e Board and t h e President of the University to present a summary of the University's budget for 1939-1941 and the arguments in support of the various items. The State officials present expressed no objection to t h e budget, in total or as t o any item, b u t stated t h a t it was simply a question of reducing all proposed appropriations proportionately to balance the budget. T h e Director of Finance presented his recommendations concerning t h e University's budget, which were previously discussed with him b y University officials, and the details of which appear in the minutes of the Board meeting of December 17, 1938, page 169. Considerable attention was given to the need for a new power and heating plant and distribution system. I t was the judgment of t h e majority of State officials present that the State appropriation for the power and heating plant and distribution system should stand a t Ji,675,000 to insure completion of the project as soon as possible and that any reductions in the University's budget should be made elsewhere.
