I trust that a number of the members of the Board will find it possible to be at the University to meet and help entertain the visiting delegation. This report was received for record. LEGISLATION AUTHORIZING BOND ISSUES TO FINANCE BUILDING CONSTRUCTION (39) In accordance with the instructions of the Board at its meeting on January 14, 1939 (Minutes, page 191), the University Counsel prepared a bill for an act to create the "University of Illinois Building Commission" and denning its powers and duties. This conforms with the bill presented to the General Assembly in 1937 and with the amendments thereto which were agreed upon at the end of that session. Since this question was referred tto the Committee on General Policy at the Board meeting on February II (Minutes, page 229), copies of this bill have been sent to that Committee for its consideration and recommendation. T h e program will require the introduction and enactment of certain other bills but they a r e entirely technical and would merely supplement the general bill. T h e questions of policy involved are all covered by the latter. T h i s report w a s received for record.
