On motion of Mr. Moschel, this report was received for record.

CONFERENCE WITH GOVERNOR AND ATTORNEY GENERAL (35) Pursuant to the instructions of the Board at its conference on February 18, University officials conferred with Acting Governor John Stelle and Attorney General John E. Cassidy concerning vice conditions existing in certain areas of Champaign. A report of this conference is hereby given to the Secretary of the Board for record. The Governor asked the Attorney General to investigate conditions with a view to taking such action as may be appropriate in the circumstances. T h e Attorney General is now directing a grand jury investigation which was started on February 24. T h e Acting Governor also sent the following message to the General Assembly: February 21, 1939 To the Honorable, the Members of the Sixty-first General Assembly: I have the honor to transmit herewith the following resolution which was adopted by the Board of Trustees of the University of Illinois: "The Board of Trustees, having no police power, except on the University Campus, asks the Governor and Attorney General of Illinois to proceed with utmost vigor against the delinquent local officials, bringing to bear all powers under existing laws to stamp out illegal liquor traffic, gambling, and operation of houses of ill fame and other forms of vice in the University community in Champaign. If additional legislation is needed to force local officials permanently to stamp out vice in the vicinity of the University of Illinois, the Board of Trustees, after conference with the Governor and Attorney General, will recommend appropriate action to the General Assembly." I, therefore, respectfully ask the earnest consideration by your Honorable Body of this problem inasmuch as it is a matter of grave concern to the citizens of our State. Respectfully submitted,

In the House of Representatives a House Joint Resolution was offered on February 21, 1939, providing for the appointment of a committee consisting of three members of the House and three of the Senate to make a thorough investigation of all conditions existing in Champaign County which are detrimental to the welfare of the student body, and to report to the General Assembly its findings and conclusions, with recommendations for the enactment of remedial legislation. This resolution was referred to the Executive Committee of the House.

Judge Johnson commented on this matter, and suggested the possibility of employing special officers in the fields of vice enumerated. On motion of Mr. Karraker, the President of the University was given discretionary power to secure the introduction of the necessary legislation to eliminate the detrimental conditions, and to explore the subject of student discipline and the development of special police.
