5. T h e University on its part will move as rapidly as practicable toward any adjustment in salaries and classification necessary to bring present employees within the ranges of the new classifications. It is understood that no precipitate action will be taken with respect to such matters and reasonable time will be given the University to make these adjustments as its budget conditions may make possible. T h e Comptroller recommends that the University accept this program and give it a reasonable trial. T h e proposed arrangement seems to affect present employees satisfactorily. Since every appointment made by the Commission is subject to a trial period of 90 days, the University also has that protection with respect to new appointments. So far as salaries are concerned the proposed plan may result ultimately in a somewhat higher scale of salaries for Civil Service positions without any corresponding increase in quality of work. On the other hand, there are some positions in which the salaries are not commensurate with the work required so that such a change is not altogether undesirable.

On motion of Mr. Karraker, this recommendation was adopted.

BIDS ON EQUIPMENT FOR POWER AND HEATING PLANT (17) The Director of the Physical Plant Department reports that bids on equipment for the new power and heating plant will be received in the offices of Sargent and Lundy, Incorporated, 140 South Dearborn Street, Chicago, at 2:00 p.m., Central Standard Time, on March 29 and on April 5. The University Statutes provide that a member of the Board must be present at the opening of such bids.

On motion of Mr. Moschel, President Mayer, Mr. Cleary, Mrs. Plumb, and Mr. Pogue, or any of them, were delegated to represent the Board at these openings.

EXTENSION OF CONTRACTS FOR DIVERSION OF UTILITIES O N ILLINI U N I O N BUILDING SITE (18) T h e Director of the Physical Plant Department reports that four of the contractors engaged in the diversion of utilities on the site of the Illini Union Building will not complete their work until March 20, whereas their contracts carried February 1 as the completion date. T h e University has not suffered any loss through a failure to meet this deadline. Consequently the Director recommends that the Board authorize the extension of the contracts to March 20. O n m o t i o n of M r . W i e l a n d , t h i s e x t e n s i o n w a s a u t h o r i z e d . SUPPLEMENTARY U N I T PRICES IN EXCAVATING AND FOUNDATION CONTRACT FOR ILLINI U N I O N BUILDING (19) T h e Federal Emergency Administration of Public W o r k s requests formal action by the Board of Trustees accepting the supplementary unit prices which appear in the excavating and substructure contract for the Illini Union Building. Accordingly I recommend acceptance by the Board of the following prices in this contract: Type of Work Unit Price 1. Mass concrete Per cu. yd. $10 00 2.
