M r . Mayer took the chair, and expressed his thanks to the Board for the honor conferred on him. APPRECIATION OF SERVICES OF MRS. FREEMAN O n motion of M r s . Plumb, the President of the University w a s requested to express to M r s . Nellie V . F r e e m a n the appreciation of the Board for her services to the University and to the State during her term as T r u s t e e just ended.

MATTERS PRESENTED BY PRESIDENT WILLARD

T h e Board considered the following matters presented by the President of the University.

STATEMENT OF UNAPPROPRIATED RESERVES AS AT MARCH 8 , 1 9 3 9

(1) The following statement from the Comptroller:

TRANSFER OF U N E X P E N D E D BALANCES TO GENERAL FUNDS (2) The action of the Board of Trustees in approving the budget for each year provides that "when appointments are made at salary rates less than the amounts provided in the budget, the unused balance will lapse at that time." Accordingly, balances in the salaries budgets of the various departments of the University due to positions not filled during 1938-1939, or to appointments at salaries less than the budgetary provisions, totaling $96,686.28, are lapsing into the General Reserve Fund. Lists of these items are being given to the Secretary of the Board and the Comptroller for record.

APPROPRIATION TO THE COLLEGE OF DENTISTRY

(3) A recommendation that an assignment of $4,500 be made from the General Reserve Fund to the Infirmary of the College of Dentistry, to supplement its operating budget for the current fiscal year. This adjustment is necessary because of the increase in the number of students and the consequent increase in the volume of work done in the Infirmary. This has also resulted in an increased income, which will more than offset the increased expenses. O n motion of M r .
