President Willard recommended that the budget as modified above be approved and that the President of the University be authorized to secure the introduction of an appropriation bill for this purpose in the General Assembly and to take charge of this legislation. On motion of Mrs. Plumb, the Board reconsidered the action of October 24, 1938 (Minutes, page 131), striking from the budget the item of $250,000 for a Fund for Financing Men's Dormitories. The Comptroller called attention to the fact that in 1932, under stress of a shortage of funds in the State Treasury, and on request of the State administration, a balance of approximately $250,000 in the Residence Halls Fund, set up by the Board from the income from residence halls for the construction of new residence units, was transferred to the General Reserve Fund and used for the payment of salaries and wages of the University staff. This fund has never been reimbursed. On motion of Mrs. Plumb, the item of $250,000, for a Fund for Financing Men's Dormitories, was restored to the Permanent Improvements budget.
