CHANGE IN STANDARD FORM O F AGREEMENT FOR COOPERATIVE RESEARCH INVESTIGATIONS (24) A recommendation that the provision relating to records and publication of results in the University's standard form of agreement for cooperative research investigations be amended to read as follows: "All records of the investigation are to be the property of the University and the second party. T h e original records are to be kept on file by the University, but copies of all such records shall be furnished the second party or his duly authorized representative on request. T h e University shall have the exclusive right to publish the results of the investigation when completed, in the form of a bulletin or bulletins, or otherwise. P r i o r to such publication, no publicity shall be given to any of the results of the investigation except upon the recommendation or with the approval of the University and the second party, unless the scientific value of a discovery made during the course of the investigation be such that, in the judgment of the University, the public interest requires prompt release or publication thereof. This would permit progressive publication of results. T h e publication, if any, shall contain a description of the investigation and a report of the results and conclusions, and full credit shall be given to the second party and every person who made a significant contribution to the results obtained." WAGES OF BUILDING SERVICE EMPLOYEES (25) T h e following resolution was adopted at the Fifty-sixth Annual Convention of the Illinois State Federation of Labor in Peoria on September 12-17, 1938.

RESOLUTION N O . 102

Whereas, T h e janitors employed in the Physical Plant Department of the University of Illinois under state civil service have organized a local union chartered by the International Union of Building Service Employes as Local No. 119; and Whereas, T h e purpose of this union is to improve wages and working conditions for its m e m b e r s ; and Whereas, T h e wage rates for janitors now prevailing at the University are too low, the overtime rates inadequate, and the working week too long; therefore be it Resolved, T h a t the Illinois State Federation of Labor assembled in its 56th annual convention does hereby endorse the efforts of Building Service Employes Local No. 119 to secure better wages and shorter hours, and further Resolved, That the officers of the Illinois State Federation of Labor are hereby authorized and instructed to assist the officers and representatives of Building Service Employes Local No. 119 in their efforts to have the union wage scale and union working conditions put into effect in the Physical Plant Department of the University of Illinois.

REPORT OF COMMITTEE ON W A G E S

T h e Building Service Employes Union has requested that the janitors in the employ of the University at Urbana receive a wage of 70^ an hour for 44 hours per week (554 days a week) with time and one-half for all overtime and double time for holidays (including S u n d a y s ) , effective July I, 1939. T h e present rate, established July 1, 1937, is 56^ an hour for a 48-hour week, with the same rate of pay for overtime. A vacation of two weeks with full pay and sick leave on full pay up to fifteen days are allowed annually. The average monthly earnings per employee is about $121 for twelve months of the year. On April 11, 1938, this group of employees requested a rate of 6o£ an hour for a 48-hour week, with overtime as above, effective July 1, 1938. T h e University Committee on Wages advised against approval of this increase during the
