authorization requests for FY 1982 to be submitted to the Board of Trustees. The execution of this lease is subject to the availability of such funds. Funds will be included in the appropriation bills of the General Assembly to meet the ordinary and contingent expenses of the University for FY 1983, 1984, 1985, and 1986 and will be included in the Division of Services for Crippled Children's operating budget authorization requests to be submitted to the Board of Trustees for each fiscal year. The agreement will provide for termination of the lease if the legislature fails to provide a suitable appropriation. O n m o t i o n of M r . Purchases

(36) The president submitted, with his concurrence, a list of purchases recommended by the directors of purchases and the executive vice president. The list of purchases was presented in two categories: purchases from appropriated funds (i.e., from state appropriations to the University) and purchases from institutional funds. The latter term designates funds received by the University under contracts with the United States government, private corporations, and other organizations; grants from foundations, corporations, and other donors; and University revolving funds authorized by law. Excess Comprehensive Health Insurance Plan

(37) The State of Illinois has entered into a contract for group health insurance for eligible State employees (to become effective July 1, 1981) which substantially reduces some of the benefits payable under both the High and Low Option Plans that exist presently. Most University of Illinois employees are defined as State employees, and therefore receive health insurance through the State programs administered by the State Department of Personnel. Dependents cf University employees are also eligible to participate in the various State health insurance options; however, the premiums for such are paid by the employee.
