O n December 9, 1985, after consultation with members of the Board of Trustees, the president of the University authorized the comptroller to employ Sargent & Lundy Engineers, Chicago, as the utility master planning consultant. The contract is for the professional services required in connection with the development of the program requirements and cost estimates for a utility distribution system and central plant facility. T h e cost will be calculated on the basis of the firm's actual salaries and wages plus a burden of 88 percent of the number of hours for engineering and drafting personnel assigned to the project. These services will be provided during the period December 16, 1985, through March 3 1 , 1986, at a cost not to exceed $53,000 plus reimbursable expenses authorized by the University, the latter not to exceed $7,000. A schedule of the firm's hourly rate has been filed with the secretary of the board for record. Funds for this project are being provided from private gift funds through the University of Illinois Foundation and from funds appropriated by the State of Illinois. I recommend that the Board of Trustees receive this report and confirm the action of the comptroller. O n m o t i o n of M r . Employment of Master Planning Consultant, North Campus, Urbana

(20) O n November 14, 1985, the Board of Trustees approved a recommendation authorizing the comptroller to execute the necessary documents to employ a planning firm to perform the professional services required for master planning of the north campus, Urbana. On December 9, 1985, after consultation with members of the Board of Trustees, the president of the University authorized the comptroller to employ Sasaki Associates, Inc., Watertown, Massachusetts, as master planning consultant. T h e contract is for the professional services required in the first phase of a master planning study for the north campus. This is a three-phase effort consisting of: inventory and analysis, development of concept alternatives, and development of a north campus master plan. These services will be provided during the period December 16, 1985, through January 31, 1986, at a cost not to exceed $28,000 plus reimbursable expenses authorized by the University, the latter not to exceed $10,000. A schedule of the firm's hourly rate has been filed with the secretary of the board for record. Funds for this project are being provided from private gift funds through the University of Illinois Foundation and from funds appropriated by the State of Illinois.
