H e expressed his view that a balanced judgment was required between the cautious stewardship of limited resources and the need t o keep strong existing programs which themselves have serious deficiencies. H e pledged the University's help in t h e development of t h e new program whenever possible. OLD AND NEW BUSINESS M r . Forsyth presented for the record a resolution of the Merit Board of December 4, 1984, in which the board expressed its appreciation t o Dr. E d m u n d R. Donoghue, trustee of the University w h o served on the Merit Board by election of the Board of Trustees. A plaque containing the text of the resolution was presented to Dr. Donoghue at the meeting of the Merit Board on December 4. REGULAR AGENDA T h e board considered t h e following reports a n d recommendations from the president of the University. Recommendation for the Award of the Board of Trustees' Distinguished Service Medallion (3) The Trustees' Distinguished Service Medallion was created to recognize individuals whose contributions to the growth and development of the University of Illinois, through extraordinary service or significant benefaction, have been of unusual significance. The Distinguished Service Medallion Award Committee, consisting of those listed below, recommends as the recipient of the medallion for 1985 the following individual: THOMAS A. MURPHY. A 1938 graduate of the University, Mr. Murphy began work for the General Motors Corporation immediately following his graduation and became comptroller, treasurer, and ultimately chairman of the board and chief executive officer in 1974. He has served as a director of the United Negro College Fund National Campaign, the United Way of America Board, and the Overseas Development Council. He has received the American Legion's Public Service Medal, the Advertising Council's Public Service Award, the Mother Cabrini Award, and the Human Relations Award of the American Jewish Committee. Mr. Murphy has been a member of the University of Illinois Foundation since 1968 and a member of the President's Council and a director of the Foundation Board since 1971. He received the Mini Achievement Award in 1976. In 1979, he became general chairman of the Campaign for Illinois which raised well over its $ 100 million goal in support for the University. The committee recommends that the presentation of the award be made during the Foundation's Presidents Council spring meeting in Chicago on May 10, 1985. Presented by the Committee for the Trustees' Distinguished Service Medallion Award:
