BOARD OF TRUSTEES

tuition should be related to an individual's ability to pay. (Copies of Mr. Filip's and Mr. Lamm's statements are filed with the secretary of the board for record.) At 11:15 a.m., the Board of Trustees reconvened in regular session.

MINUTES APPROVED

The secretary presented for approval the press proof of the minutes of the Board of Trustees meeting of November 13, 1986, copies of which had previously been sent to the board. On motion of Mrs. Shepherd, these minutes were approved.

BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY

President Ikenberry recognized and introduced observers from the campus senates and from the University Senates Conference.1 President Ikenberry reported briefly on the governor's budget message and recommendations and the beginning of the appropriation process in Springfield.

RECESS

At this point, the board recessed for luncheon and reconvened at 1:30 pJH. to complete the balance of the meeting.

TRUSTEES' REPORTS

Trustee Ann Smith reported on the recent meeting of the Board of Higher Education and noted in particular the board's recommendation to the governor of the need for tax increases in the coming fiscal year. Trustee Forsyth reported on the work of the State Universities Retirement System Board and the employment of a new financial analyst. Mrs. Gravenhorst, who is on the advisory committee to the Western Suburbs Regional Academic Consortium, discussed the work of that body.

REGULAR AGENDA

The board considered the following reports and recommendations from the president of the University.

Budgets for 1987 Summer Sessions, Chicago and Urbana-Champaign

(1) The chancellors at the Chicago and Urbana-Champaign campuses have recommended the following budgets and appointments to the faculty for the 1987 summer sessions. (Copies of the budget documents are filed with the secretary of the board.) The distribution of the budgeted funds is as follows:

x University Senates Conference: Irving F. Miller, professor and acting head of the Department of Chemical Engineering, Chicago campus; Urbana-Champaign Senate Council: Richard P. errard, professor of mathematics; Chicago campus Senate: Stanley K. Shapiro, professor of iological sciences.
