provide for debt service, and to provide for the Auxiliary Facilities System Repair and Replacement Reserve. Approval is requested at this time due to a contractual obligation to current tenants which requires four months' notice for the implementation of rate increases. Rate increase proposals for undergraduate, graduate, and faculty housing facilities will be presented to the board in April. T h e proposed monthly rental rate increases are as follows:

Orchard Downs (784 Units)

Accommodation One bedroom Two bedroom • Two bedroom (unfurnished) Current Rate $148 162 128 Increase $12 13 10 Proposed Rate $160 175 138 Percent Increase 8.1% 8.0 7.8

Goodwin-Green (201 Units) Student Rates Sleeping room Zero bedroom Zero bdrm./with dining One bedroom One bdrm./with dining $111 134 139 162 167 Staff Rates Sleeping room Zero bedroom Zero bdrm./with dining One bedroom One bdrm./with dining $131 157 162 189 194 $18 21 21 27 27 $149 178 183 216 221 13.7% 13.4 13.0 14.3 13.9 $17 20 20 25 25 $128 154 159 187 192 15.3% 14.9 14.4 15.4 15.0

Rate increases for the Goodwin-Green Street apartments reflect an increase higher than that for Orchard Downs apartments due to the implementation of a price structure which includes heating costs for the Goodwin-Green Street apartments. Heating costs for Orchard Downs are paid separately by the tenants. Staff rates are higher than student rates for these units because the University makes payments in lieu of property taxes on staff-occupied units in the Goodwin-Green area. The proposed increases were developed by the Housing Division and reviewed with students in the Family Housing Council, tenants at the GoodwinGreen apartments, and the Service Fee Advisory Committee. The family housing rates currently in effect on the Urbana-Champaign campus are at the mid-point range of such charges at the other Big Ten universities. Given increases projected by the other institutions, the University will be in the lower third of the Big Ten next year. Recommendations of the University Patent Committee (13) T h e University Patent Committee has submitted the following recommendations relating to discoveries and developments by staff members. Background information concerning these recommendations has been sent to the Board of Trustees' Committee on Patents. 1. Clay per, a Self-supporting Clay Film Made from Rectorite — Dennis D. Eberl,
