MINUTES APPROVED T h e secretary presented for approval the press proofs of the minutes of the Board of Trustees meetings of February 21, March 21, April 20, May 16, and J u n e 6, 1979, copies of which had previously been sent to the board. O n motion of Mr. Neal, these minutes were approved as printed on pages 163 to 292, inclusive. President Forsyth welcomed President Ikenberry to this his first meeting of the board as president of the University. Dr. Ikenberry expressed appreciation to the trustees and to many others who had introduced him and his family to the University communities. H e noted in particular the efforts of Mr. and Mrs. Corbally in making possible a smooth transition. BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY President's Reports T h e President presented a report on selected topics of current interest, copies of which were distributed at the meeting, and a copy was filed with the secretary of the board. General Remarks Dr. Ikenberry reviewed briefly some introductory activities since his fulltime service began on September 4 : T h e University Policy Council, consisting of the vice president, chancellors, secretary, counsel, and assistant to the president, had been activated and is meeting regularly. He has met with chancellors, vice chancellors, and others and plans a systematic program of introductory meetings with all of the deans and with various academic bodies at each campus. H e has met as well with the Executive Board of the University of Illinois Foundation. T h e president reported briefly on a meeting of the Board of Higher Education on September 11, a t which time the University's Urban Health Program was discussed and received criticism. H e stated that a new formulation of the plan is now being developed, with a greater emphasis on long-range planning and with somewhat more realistic goals. There will also be a new emphasis on communication with other institutions and a redefinition of the program to make clear that it is not exclusively an activity of the Medical Center campus but will also involve the Chicago Circle campus, perhaps Urbana-Champaign as well. A progress report will be brought to the trustees, and a report will be m a d e to the Board of Higher Education. H e announced that plans for a Board of Trustees! retreat are being developed by a staff committee, the retreat to be. held in connection with the January 1980 meeting of die board and probably at Allerton House.
