Be It Further Resolved: T h e following officers of the Board of Trustees and of the University of Illinois be and hereby are designated as the managerial group having the authority and the responsibility for the negotiation, execution, and administration of User Agency contracts and all of the duties and responsibilities pertaining to the protection of classified information: President, Secretary, and Comptroller of the Board of Trustees of the University of Illinois; and President, Vice President for Administration, and the University Counsel of the University of Illinois. Report of Rejection of Bids (Electrical Work for Dairy Milking Parlor, Urbana) (24) On February 21, 1979, the Board of Trustees approved the award of a contract for general work to construct a dairy milking parlor building at the bams on South Lincoln Avenue, Urbana. O n May 24, 1979, and July 10, 1979, bids were received for the electrical work for the project. On both bid dates, only single bids were received for this division of work, which exceeded the funds available to finance this portion of the project. Pursuant to provisions of Article I I , Section 4 ( k ) ( 3 ) , of the General Rules Concerning University Organization and Procedure, the bids were rejected, and the president reports their rejection. Federal funds have been provided for FY 1979 to construct this project. T h e scope of the electrical work has been revised, and the project will be rebid in August. Based upon the estimated cost, it is anticipated that a contract for this work will be awarded by the comptroller under the authority granted by the Board of Trustees. This report was received for record. O n motion of M r . Lenz, it was agreed all of the following roll call items be dealt with by a single roll call but with discussion provided for in each instance where trustees wished to raise questions or deliberate further. T h e motion was approved. O n motion of Mr. Lenz, items 25 through 35 inclusive were approved by the following vote: T h e student advisory vote was: Aye, M r . Grady, M r . Sobotka, Miss Wyncott; no, none. T h e regular vote was: Aye, Dr. Donoghue, M r . Forsyth, Mr. H a h n , M r . Howard, M r . Lenz, M r . Neal, Mrs. Shepherd, M r . Stone; no, n o n e ; absent, Governor Thompson, M r . Velasquez. M r . H a h n asked to be recorded as not voting on items 32 and 33. M r . Howard also asked to be recorded as not voting on item 32.
