J . D. SMITH AND M. D. ROSE C O N T I N U E D IN SERVICE (12) Dean H. W. Mumford, of the College of Agriculture, recommends that Messrs. J. D. Smith and M. D . Rose, laborers employed in the Departments of Agronomy and Agricultural Engineering, respectively, and paid from the wages item in those budgets, who will reach the retiring age on or before September I, 1934, be continued in service for one year from that d a t e . I concur. The work of both men is satisfactory, and it is considered advisable to retain their services as a matter of economy.

On motion of Mrs. Hopkins, this recommendation was approved.

BUDGET OF THE ATHLETIC ASSOCIATION (13) The budget of the Athletic Association showing the estimated income and estimated expenses for the fiscal year July I, 1934, to June 30, 1935, and a financial statement (estimated) of the Association as of June 30, 1934.

On motion of Mr. Barr, this budget was referred to the Finance Committee for study and report.

AUTHORITY TO CONFER DEGREES (14) A request for authority to confer degrees at the Commencement exercises—in the Chicago Departments on June 8, 1934, and the Urbana Departments on June 11, I 934—on such candidates as may be duly qualified and recommended by the University Senate.

On motion of Mr. Barr, this authority was granted.

DEGREE OF BACHELOR OF MEDICINE (15) A recommendation from the University Senate that the degree of Bachelor of Medicine be awarded to such medical students as apply for it a t the satisfactory completion of four years in the College of Medicine. This degree will be optional, and a student may receive either the Certificate of Medicine, as now awarded, or the degree of Bachelor of Medicine. I recommend further that a fee of ten dollars be charged each student applying for this degree, in addition to the fee of ten dollars which is now payable when the degree of Doctor of Medicine is awarded at the completion of the interne year.

On motion of Mr. Barrett, these recommendations were adopted.

LEAVE OF ABSENCE FOR MEMBERS OF THE STAFF (16) In February, 1932, the University Senate made certain recommendations to the Board of Trustees for a change in the University Statutes providing for leaves of absence for members of the staff. This recommendation was one of several made by the Senate in its consideration of the educational and administrative organization of the University which was under way a t that time. However, it was not presented to the Board of Trustees because conditions at that time did not seem to warrant such a change and further consideration was postponed. It would appear that the time is appropriate to take up this matter, and I therefore submit the following statement to the Board for consideration, with the recommendation that it be adopted and that it supersede existing statutes governing such leaves of absence.

LEAVE OF ABSENCE

On the recommendation of the head or chairman of a department, and with the approval of the dean, the President, and the Board of Trustees, a member of the faculty who has the rank of professor, associate professor, or assistant professor and who has served the University at least six years since his original appointment or since the termination of his last leave on salary, may be granted a leave of absence for one year with pay equal to one-half the annual salary which he is then receiving, for the purpose of study, research, or other pursuit the object of which is to enable him to increase his professional efficiency and usefulness to the University. In lieu of this privilege, leave may be granted for a half year for the same purpose, at full salary, provided, that the department in which the applicant is teaching or
