All disbursements have been made for University purposes and have been properly authorized and the expenditures have been correctly recorded in the books of account. The cash and securities as shown by the books at December 31, 1931 are correct in amount and have been verified by actual inspection, count or confirmation from the depository. The report of the Comptroller to the Board of Trustees as at December 31, 1931, a copy of which is attached hereto, is in accordance with the books and, in our opinion, is correct. The financial report of the Comptroller to the Governor of the State of Illinois for the period beginning July 1, 1931 and ending December 31, 1931 is in accordance with the books and, in our opinion, is correct. Reserve and Contingent Fund The unappropriated balance of the Reserve and Contingent Fund at the close of the quarter was $171,639, as per Schedule B. The balance at the corresponding date a year ago was $211,426. O f the present amount, $41,558 represents the unappropriated balance of the estimated income of thefiscalyear, and $130,081 represents a balance carried forward July 1, 1931. O n the corresponding date a year ago, the balance was $851,195. O f the present balance $523,706 represents general University funds, $26,829 Federal Funds, $256,817 residence hall funds, and $153,766 trust funds. Securities totaling $835,800 have been deposited by the Treasurer to secure the general University funds, Federal funds, and residence hall funds. State Funds Balances The total balance of all State Appropriations as at the end of the quarter was $3,768,788. O f this total, $2,366,749 was for operations, $1,392,389 was for new buildings, and $9,650 was for special purposes (see Schedule C ) .
