4. A contract with the United Military Stores of Chicago for the purchase of approximately 275 uniforms for advanced R. O. T. C. students for 1931-32 at a price of $40 per outfit. Prices quoted by dealers on this equipment are all the same, so that the award of the contract is made on the basis of the quality of material and the number of accessories offered with each outfit. The quality of the equipment offered by the United Military Stores is superior or equal to that offered by any of the other dealers. 5. Chemicals needed for laboratory use in the Urbana Departments for the year 1931-32, amounting to $8,064.24, for the General Chemistry Storeroom, from various concerns; these supplies were purchased on the basis of price, quality, and suitability of grades offered. 6. A supply of Pyrex laboratory glassware, amounting to approximately $2,700, for the General Chemical Storeroom, from the A. Daigger and Company of Chicago. Pyrex glassware is not a competitive item and is sold at list prices and discounts prescribed by the manufacturers, so that the order is placed upon the basis of the service which the various dealers are able to render. 7. Three hundred boiler tubes for use in the Boiler House Addition, from the Chicago Tube and Iron Company, who submitted the lowest quotation at a price of $1,668.60, f.o.b., Urbana. 8. One electric elevator for the large testing machine in the Materials Testing Laboratory, from the Montgomery Elevator Company of Moline, Illinois, the low bidder, at a contract price of $4,100, plus the expenses of power line and other installation not to exceed $400. Funds for this are available in the Special Equipment Appropriation of the College of Engineering for the current year. On motion of Dr. Noble, these purchases were approved.

APPROPRIATION TO THE DEPARTMENT OF- SOCIOLOGY

(32) Last fall at the request of the State Probation Officer the Governor assigned $500 for a study of probation to be made under the direction of Professor Donald R. Taft of the Department of Sociology in selected counties of the State. This work has been brought to a point at which it is desirable to include a thorough study of delinquency in one of the smaller Illinois cities. The work can be done this summer, and I recommend an appropriation of $2,000, or so much thereof as may be necessary, from the Reserve and Contingent Fund for this purpose. O n motion of M r . CHICAGO ILLINAE CLUB LOAN FUND

(33) The Chicago Illinae Club wishes to establish a loan fund for women students, the initial amount of the fund to be $200 with the expectation of adding to it at the rate of one hundred dollars a year. The fund is to be administered under the general University regulations governing loan funds in addition to the one restriction that loans from it are to be made to women students only. O n motion of M r s . E v a n s , the fund w a s accepted, a n d the President of the University w a s requested to express the thanks of the Board to the donors.
