M A T T E R S PRESENTED B Y PRESIDENT CHASE The Board considered the following matters presented by the President of the University. REPORT ON APPROPRIATION BILLS

(i) A report on the progress of the appropriation bills for the University in the General Assembly. This report was received for record.

DEATH BENEFIT, PROFESSOR JULIUS GOEBEL

(2) A report that Professor Emeritus Julius Goebel of the Department of German died on Saturday, March 28, 1931. He had been on the staff from M a y 2, 1908, until September 1, 1926, when he retired under the rules of the Board of Trustees. The death benefit payable in his case is Ji.ooo. I recommend that this amount be appropriated from the Reserve and Contingent Fund for this purpose and that the Comptroller be authorized to make payment to Professor Goebel's designated beneficiary. O n motion of M r s . Evans, this recommendation w a s adopted, and the appropriation w a s m a d e , b y the following vote: A y e , M r . A r m strong, M r . Barr, M r . Barrett, M r . Blair, M r s . Evans, M r s . Grigsby, M r s . Hopkins, M r . Trees, M r . Williams; no, none; absent, M r . E m m e r s o n , D r . Noble.

LEGISLATION FOR OPERATION OF RESEARCH AND EDUCATIONAL HOSPITAL

(3) The Legal Counsel of the University and the Director of the State Department of Public Welfare submit a bill for an Act relating to the operation of the Research and Educational Hospital, which is a revision of a previous form presented to the Board. This proposal is the result of a year's 6tudy of the cooperative arrangement between the University and the Department by a joint committee representing the two agencies and meets with the approval of the medical faculty and the officials of the department. Copies of this bill were sent by the Legal Counsel to the Members of the Board. It is very desirable that this bill be introduced in the Legislature as soon as possible and I therefore recommend that definite action be taken by the Board at this time sanctioning the proposed legislation. On motion of Mr. Barrett, the proposed bill was sanctioned.

TREASURER'S BOND APPROVED

A t this point, at the request of President Barr, M r . Williams presented the following report of the special committee o n the bond of M r . H a z e n S. Capron as Treasurer, together with the bond a n d papers pertaining to it. The special committee to which was referred the matter of the qualifying of the Treasurer elect, reports that i has investigated the matter, has examined the bond t and the financial responsibility of the sureties, and has found the bond to be sufficient to protect the interests of the University. W e therefore recommend that the bond be approved and that the Treasurer be declared to have qualified.
