" The leading objects shall be, without excluding other scientific and classical studies, and including military tactics, to teach such branches of learning as are related to agriculture and the mechanic arts, in such manner as the legislature of the states may respectively prescribe, in order to promote the liberal and practical education of the industrial classes in the several pursuits and professions in life."—Act of

Congress 1862, section 4,

" All pupils attending the said University shall be taught, and shall study, such branches of learning as are related to agriculture and the mechanic arts, and as are adapted to promote the liberal and practical education of the industrial classes in the several pursuits and professions of life, without excluding other scientific and classical studies, and including, for all male students, military tactics."—Act of the Legislature of Illinois, 1873, section 6. " The Illinois Industrial University, located at Urbana, in Champaign county, shall, after the passage of this act, be known as the University of Illinois, and under that name and title shall have, possess, be seized of and exercise all rights, privileges, franchises and estates which have hitherto belonged to, or may hereafter inure to the said Illinois Industrial University."—Act of the Legislature of Illniois, 1883, section 1.
