Blair, M r . Small. SPECIAL NON-RECURRING APPROPRIATIONS (48) I recommend that the following appropriations for special purposes, indicated in each case, be made from the Reserve and Contingent Fund. These appropriations are over and above the budget appropriations for normal operation and equipment and are for special, non-recurring needs of the year or for securing necessary, important, but costly, equipment which could not be included in the normal operating budget. Appropriations for these special purposes are made in total for the benefit of all departments of the college indicated unless otherwise specified, and may be expended only on the order of the Dean of the College and, for expenditures exceeding $500, the approval of the President. All such requisitions, however, should be sent to the Comptroller.
