PART II Although the University's service in its early years must be primarily to the Springfield area, its subsequent reputation will depend on its attractiveness to outstanding faculty, students and staff from farther afield in Illinois and throughout the country. The quality of the working environment is important to all the campus population, and standards of housing will be crucial inducements to those who would come as residents. There are possibilities that a substantial portion of the University's housing needs may be served by private developments in the vicinity of the campus, but hardly to the extent that eventually will be necessary. Estimates are that housing may be required by some 8,000 persons
