172 board of trustees [February 11 The question of a united commencement has been again raised. Our Legal Counsel writes me, "I am clearly of the opinion that the Board of Trustees can not lawfully appropriate from the funds of the University any sum to pay the expenses of the students graduating." This statement was made in reply to a question of mine addressed to him whether "the Board of Trustees may lawfully appropriate the sum of $2500 or whatever may be necessary to meet the expenses of bringing the graduating classes of the Chicago Departments to Urbana to participate in commencement exercises here." In view of the above opinion I recommend that i be made a matter of record t that the University can not pay traveling expenses to bring students to commencement exercises. This report w a s received for record.
