(b) Federal Land Bank Bonds, or Joint Stock Land Bank Bonds, but only of Federal or Joint Stock Land Banks whose loans are confined to lands within the com belt; and only the issues of those Banks which are investigated and generally believed to be well managed. These bonds are issued by these banks and are secured by real estate loans made by the banks; hence the integrity of the bonds is based upon the character and conservatism of the respective banks in making their loans; hence the management is important. These loans are not guaranteed by the Government. 4. W e recommend that a committee be appointed by the Board, consisting of the President of the University, the Comptroller of the University, and the Superintendent of Business Operations of the University, and no loan or other investment should be made without the written approval of a majority of this Committee. 5. W e further recommend that no investment of University Trust Funds be made without also the approval of the Chairman of the Finance Committee of the Board of Trustees.
