UNIVERSITY OF ILLINOIS

541

Federal statutes permit a state or political subdivision of a state to enter into the wholesale electric market through a corporation or association which is wholly owned, directly or indirectly, by it and which meets certain other qualifications. It would appear that substantial savings could be accomplished by entry into the wholesale wheeling of electricity. The University cannot participate in wholesale wheeling as the ultimate consumer. It can participate through a not-for-profit corporation that owns or has control of its distribution facilities. It is recommended that the president and vice president for business and finance be authorized to proceed with the establishment of a not-for-profit corporation under the laws of Illinois which will be wholly owned, directly or indirectly by the University, the purpose of which will be to limit the burdens of government by acting solely to benefit and to provide support for the University of Illinois through the delivery of comprehensive, reliable, and economic utility services to the several campuses of the University. Upon dissolution of the corporation, the assets shall be distributed to the University of Illinois. I concur.

On motion of Mrs. Gravenhorst, this recommendation was approved by the following vote: Aye, Mrs. Calder, Mr. Engelbrecht, Dr. Gindorf, Mrs. Gravenhorst, Mr. Lamont, Ms. Reese; no, none; absent, Dr. Bacon, Governor Edgar, Ms. Lopez, Mrs. O'Malley. (The student advisory vote was: Aye, Mr. Rose; no, none; absent, Mr. Malone, Mr. Mathew.)
