Waiver of University Purchasing Rules, Student Services Building, Chicago

(25) The Student Services Building project consists of remodeling approximately 114,000 nasf of the total 150,000 square feet in the former Circle Court Shopping Center at Racine and Harrison Streets, Chicago. The work includes the reconfiguration of the facility's multi-leveled center section as well as the three-story east section to accommodate the needs of the Student Services/Administrative Departments. Renovation of the facility will include the repair of the rooftop parking decks, code compliance, and handicapped accessibility as well as general building upgrade. On March 26, 1993, the Board of Trustees authorized the comptroller to award a contract for the renovation of the parking deck portion of the project. Bids for the remodeling portion of the project are to be received on October 4, 1993. While the Regulations Governing Procurement and Bidding at the University require that separate bids be taken for the major divisions of work on a construction project (plumbing, heating, ventilation, and electrical), the changes made to the Illinois Purchasing Act last year by the Illinois General Assembly permit single, lumpsum bids on such projects. Accordingly, the president of the University, with the concurrence of the appropriate administrative officers, recommends that the board approve a waiver of the University's normal practices on bidding procedures to permit the solicitation of single bids for the Student Services Building project at the Chicago campus.

On motion of Mr. Lamont, this recommendation was approved by the following vote: Aye, Dr. Bacon, Mr. Boyle, Mrs. Calder, Dr. Gindorf, Mr. Grabowski, Mrs. Gravenhorst, Mr. Lamont, Ms. Lopez, Ms. Reese; no, none; absent, Governor Edgar. (The student advisory vote was: Aye, Ms. HufF, Mr. Riley; no, none.)

Purchases

(26) The president submitted, with his concurrence, a list of purchases recommended by the directors of purchases and the vice president for business and finance; also purchases authorized by the president. The purchases were presented in two categories: purchases from appropriated funds (i.e., from State appropriations to the University); and purchases from institutional funds. The latter term designates funds received by the University under contracts with the United States government, private corporations, and other organizations; grants from foundations, corporations, and other donors; and University revolving funds authorized by law.
