The late date of final decision on our appropriation will make it somewhat more difficult to fill immediately the new and vacant old positions necessary to bring our teaching and research operation to our old state of efficiency, for which the item for salaries and wages considered by itself adequately provides. But as the item for salaries and wages was not cut, we shall undoubtedly be able to do so after a little. The suggestion of the Supervising Architect concerning the provision of a temporary structure to relieve the congestion referred to in my statement is that we build temporary class rooms and offices near the Armory and move all the military work over there, or else erect a one-story structure in the court of Lincoln Hall on the west of the present building into which we would put the entire group of class rooms for history, the social sciences, and philosophy, together with some others. I am myself opposed to the erection of such a building.in the neighborhood of Lincoln Hall. Therefore, as I have said above, I will later recommend the erection of a temporary building in the neighborhood of the Armory. With reference to the addition to the Transportation Building, the Supervising Architect writes that " it will be possible to construct the addition to the Transportation Building in time for use this fall, and it is almost imperative that we do so. There are three methods of procedure to be considered: " First, giving the job to a contractor on the basis of cost plus a fixed fee. The advantages of this method are that we waste no time in taking bids and avail ourselves of an organization which will lose no time in getting to work, and it gives us the opportunity to vary the materials and the methods of construction when necessary to obtain immediate deliveries of material and permits us to direct overtime work when necessary. "The second method would be for us to proceed immediately on the foundation work, taking bids on the building from grade up, in which case we should award the contract on the basis of a bonus and penalty clause in order to make it an inducement to the contractor to finish the work on time. This bonus should be at least $100 a day. " T h e third method would be for us to undertake to build the building without a contractor, in which case there would be a little delay in getting an organization together. The addition is of very simple construction because there are no stairs and very little plumbing. The work is chiefly masonry." AN ACT making appropriations for the University of Illinois and providing for the expenditure thereof. SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly: There is hereby appropriated to the University of Illinois for the two years beginning July 1, 1921, and until the expiration of the first fiscal quarter after the adjournment of the next General Assembly, the sum of eight million dollars ($8,000,000),x payable as follows: out of money paid into the State treasury and set apart for the use and maintenance of the University of Illinois, in accordance with an Act entitled, "An Act to provide by State tax for a fund for the support and maintenance of the University of Illinois," approved June 10, 1911, in force July 1, 1911, as amended June 30, 1919, five million four hundred thousand dollars ($5,400,000), out of any funds in the State treasury not otherwise appropriated, two million six; hundred thousand dollars ($2,600,000); for the following objects and purposes: For For For For For
