LEAVE OF ABSENCE FOR PROFESSOR LYBYER (9) A request from Professor A, H. Lybyer for leave of absence for three weeks on account of the illness of his wife. This request was granted.

EXPENSE ACCOUNT OF PRESIDENT K I N L E Y

The expense account of the Acting President, amounting to $332.56.

On motion of Mr. Abbott, this account was referred to the Finance Committee for approval.

PROMOTION OF PROFESSOR B. S, HOPKINS

(11) A statement that in the reorganization of some, of the work of the Department of Chemistry due to the withdrawal of some men, it has been deemed best to change the status and salary of Assistant Professor B. S. Hopkins and appoint him Associate Professor of Chemistry at a salary of three thousand dollars ($3000), effective September 1, 1919. This was done with the authority of the Acting President to make adjustments in the budget. This statement was received for record. FINANCIAL SITUATION (12) A statement concerning the financial situation and needs of the University. This matter was discussed at length. Governor Lowden suggested t h a t the Board should consider the matter of making a definite program extending over a number of years and of making an educational campaign to inform the people of the State of the work and needs of the University.

I beg to submit herewith in duplicate my Quarterly Financial Report to the Board of Trustees for the quarter ending September 30, 1919. In addition to the usual financial schedules contained in these reports, I have added in this report the following miscellaneous schedules. (a) Schedule of all leases to the University and by the University (b) Schedule of contracts now in force. (c) Schedule of bonds of the Board of Trustees now in force. Respectfully submitted,
