SETTLEMENT FOR THE NAVAL UNIT OF THE S.A.T.C. (36) The following letter from the Comptroller: September 30,1919 President David Kinky, 355 Administration Building

M Y DEAR PRESIDENT KINLEY:

I have received from the Navy Department a check for $28,838.14, sent in final settlement of the claim of the University on account of the Naval section of the S.A.T.C. The original amount of this claim was $31,057.72, but the Navy Department has declined to make payments for amounts due on account of tuition and fees of naval students to the amount of $2,219.58. The receipt of this remittance therefore concludes the amounts which the United States Government has accepted to pay on account of the S. A. T. C. On May 16, 1919, page 331 of the Board Minutes, I report an estimated net deficit on account of the S. A. T. C. of $11,987.83. This estimate included allowance for the sale of certain equipment which has not been sold but has been taken over by the Physical Plant or retained for general University uses, including Dodge automobile, truck, kitchen annex to the Armory and latrine building. The salvage estimates on these items were $2,366.00, thus increasing the deficit to approximately $14,350.00. To this must be added the amount deducted by the Navy Department in its settlement of $2,219.58, making a total of approximately $16,570.00 deficit at the present time. The reduction in the settlement made by the Navy Department constitutes a charge against the free balance of income at June 30, 1919, inasmuch as the original full amount of this claim was set up as an asset on that date. The remaining amount of deficit in the S. A. T. C. was carried forward at June 30,1919, without being charged against the free balance of income at the date against which it properly belongs. The total net present deficit of the S. A. T. C therefore, approximately $16,570.00, stands as a charge against the free balance of income as of June 30,1919, and therefore against the Reserve and Contingent Fund for 1919-20.
